Overall remit

Rebuilding Our NHS Identities identifies two key roles for NHS Board Clinical Governance Committees:

  1. Systems assurance - to ensure the clinical governance mechanisms are in place and effective throughout the local NHS system.
  2. Public Health governance - to ensure that the principles and standards of clinical governance are applied to the health improvement activities of the NHS Board.

Taking account of the role and remit of the Improving Health Committee, the Highland Quality and Clinical Governance Committee’s remit has been identified as:

  • To provide oversight of the systems and processes for delivering clinical governance throughout NHS Highland, and to encourage and facilitate appropriate integration.
  • To provide assurance to the NHS Board that necessary systems for clinical governance are in place and operating effectively.
  • To monitor performance on clinical governance and service quality against the relevant sections of the Performance Assessment Framework.
  • To develop a Quality and Clinical Governance Strategy for NHS Highland.
